When you secure a PDF, you are typically using one of two types of passwords.
User vs. Owner Passwords
The User Password (or Document Open Password) encrypts the file. You cannot even open the document without it. The Owner Password (or Permissions Password) allows the document to be opened, but restricts actions like printing, copying text, or editing.
Always use a User Password if the contents are truly confidential.
